All of my DVD sourced media that has been ripped to x264 mkv files (years ago) works properly through the web player, ps4 player, and firetv and android players. However, when I play it through the PS3 Plex app it doesn’t keep the proper aspect ratio, the image appears too tall and the black bars on a 16:9 screen are not big enough. The same media works through the DLNA media server interface from plex on the same PS3 on the same content.
Any 1080p or 720p sourced content works properly through the same app. Recently ripped (using MakeMKV) dvds exhibit the same unwanted behavior through the Plex app on PS3.
This appears to be a bug in the ps3 plex app, which is the only reason I pay for a plex pass. Is this bug acknowledged anywhere and is there any roadmap for its resolution? If not I will cancel my plex pass and just use the dlna server.

I have the same issue with either the PS3 or PS4 Plex App. 480p (16:9) MKVs (DVDs encoded via MakeMKV 1.9.9) play and scale correctly on my Samsung Smart TV or my PC or my iPad or on my PS3 or PS4 through the DLNA media player (without vertical black bars on the sides).
I just purchased the Plex Pass so I could use the PS3 app, but I’m experiencing the same frustrating issue with 480p videos: aspect ratio is skewed with black bars on left and right so picture is tall and skinny. Will have to cancel my subscription unless this is corrected.
Same here. Also experiencing the UI slowing to a crawl after a few minutes of use. This seems to be a common issue, but I don’t see any real response from Plex. Can we get some official response on these issues - please?
For the interface getting slower over time read this thread which has some responses from Plex.
I would also have a read of this thread which describes some of the issues which Plex have had with the Sony app platform, however there are also some solutions which are coming in a future release

I’ll let you draw your own conclusions, but my view is that the Plex team have tried, hit some platform related bugs which they cannot work around and are now in a holding pattern waiting for Sony. Some of the issues (aspect ratio) look like they have been resolved so dont consider it an abandoned platform but if you want to stick with PS3/4 you will need to be patient.
