Audio skipping when transcoding high bitrate EAC3 audio

I’ve run into an audio skipping issue when transcoding content with EAC3 audio with a bitrate around 1024 kbps. To clarify, “skipping” = cutting in and out consistently. Lower bitrate of the same codec do not skip. Streaming on devices that can direct stream the affected media do not skip. It is only when Plex transcodes EAC3 to AAC. So it is easily recreated when streaming via Plex Web and Plex on Android. Here are the scenarios I have tested with their results:

- Plex (1.40.2.8395) installed as a TrueNAS Core plugin (FreeBSD jail) - Stutters
- Plex (1.40.2.8395) installed via docker compose in Ubuntu LXC container - Stutters
- Plex (1.40.2.8395) installed directly in Ubuntu LXC container - Stutters
- Plex (1.40.2.8395) installed directly in Ubuntu 24.04 Live Server VM - Stutters
- Plex (v.1.40.2.8395-c67dce28e) on Windows 11 - No Stutter

Various places on the internet suggest things like deleting the Codecs folder or increasing max_user_watches via sysctl, however these have had no effect in any of the above installations. I can only guess that it is somehow related to the Easy Audio Encoder implementation on Linux and FreeBSD vs Windows. As far as I can tell, logs don’t show anything notable. There’s no encoder errors or anything like that.

If anyone could assist in testing/troubleshooting this issue further, I would greatly appreciate it. Running the server in Windows is a workaround but sticking to Linux is preferable.
