Auto converting videos instead of playing original

I have an aging server which is fine to run plex on, but it cannot do high quality conversions in real time. I have auto adjust quality disabled and I cannot see why the video is being converted, I get this warning for videos:
“This server is not powerful enough to convert video.”

But there is no need for the video to be converted and this used to play fine up until recently? The server is dedicated and I have checked and the CPU is running around 5% most the time.

Is there a way that Plex Server can be set to only convert videos where necessary?
