Automatic Quality Adjusting Server Side On/Off Switch

Is is possible to add the ability to turn Automatic Quality Adjusting off in the next PMS Server update please?

All of my videos are ran through ffmpeg prior to being added to plex with the following settings:

1st Pass:
ffmpeg -i $file -c:v libx264 -level:v 3.1 -b:v 1000k -minrate 800k -maxrate 1000k -bufsize 1835k -c:a aac -strict -2 $file2

2nd Pass:
ffmpeg -i $file2 -c:a copy -c:v copy -movflags faststart $file3

With these settings, my Xbox One should never require transcoding, yet, I am consistently seeing it happen.

My PMS & Xbone are both connected to my router with cat6.
