Better buffering behavior

Some devices, such as the Plex app on embedded Roku TV’s, often to struggle to buffer videos. Videos frequently interrupt playback to buffer. Contrast this with modern streaming behavior on cloud systems, where the stream quality automatically lowers before the video halts.

Can we please more aggressively check whether the ongoing stream is buffering quickly enough to prevent a halt? The streams should automatically adjust quality up and down based on the number of future seconds the player is able to buffer.

In terms of workarounds, I am curious if each Plex device has the option to set caps on quality, so that for example 8K video never attempts to buffer poorly on network setups that cannot handle 8K.
