I wondered if the solution I found is something that others would find useful. It seemed too basic, and I am embarrassed to say that I had overlooked this. I recently started to use Plex within my home network. I capture broadcast TV using a Hauppage TV tuner card, but the stream was pausing a lot. The Tuner card is capturing at 1080P (and I can’t control that). I have three televisions - two 720 P, and one 1080P using an old Roku client, a new Roku client, and a recent Firestick client. After reading the community suggestions, I had no solution. But I belatedly realized that I had overlooked that the clients each had Plex options, and I had not configured the client options. Once I set the home Video Quality settings to 720P / 4 mbps / HD for the 720P televisions, and paid attention to the stream on the 1080P television, the problems resolved themselves. I still get warnings that my stream isn’t fast enough (mostly on the firestick), but the pausing (to buffer, presumably) stopped, and fast forward and rewind work pretty well now. So my theory is that the Televisions couldn’t process the stream fast enough until I set it correctly. Duh.
