I’m currently rebuilding my PMS on docker, but I’m currently unable to download any codecs. For example, I tried downloading this manually, but I’m getting <Error> <Code>AccessDenied</Code> <Message>Access Denied</Message> <RequestId>3ABG7GYDGCN5403W</RequestId> <HostId> z7vTf0cBPHwVejBUC0El0pYXCuu1nJ9FYAaiOsK/npI8WaJPuAvun2ff2luuKzQJ7xH3SmMw5sM= </HostId> </Error>
Can you post a copy of your server logs? I suspect something else is also going on.
Here is what I have.

Are you using a hosting provider? Looking at your logs I am not seeing your server publish its address.
The logs are from a Docker container - i.e. Linux-based.
Why are you tagging your post with “Windows”?
What is the actual hardware platform of your server and which operating system is running on it?
From where are you drawing the conclusion that downloading codecs is blocked?
None of the above quoted log snippets mention codecs.
