Buffering Every 30 Seconds After Update

My Plex player on Fire TV pauses to buffer about every 30 seconds constantly making it unwatchable. This is happening mostly with locally recorded media fdom my antenna during playback. The playback timeline (long yellow bar showing progress) no longer has any buffer when I use the up arrow from play button where it had a small one showing before server update a few days ago. I tried adjusting streaming quality down to a very low number and it still happens. I tried bumping up the server transcode buffer setting from 120 to 180 but did not help.

Is there a setting or a fix I can do or is my system now unwatchable until Plex figures it out which can take a loooong time from past experiences?

The buffer on progress bar circled in attached screenshot is what I see when playing back on same host PC or my Samsung phone on wifi.

The buffer shown in screenshot is no longer there on my Fire TV or Fire Tablet where I now see the spinning circle about every 30 sevonds during playback on wifi.
