Playing via Chrome on local machine and will constantly buffer on a film and TV file.
It does not resolve itself, when going back 10sec for example it will still buffer around same time stamp. File plays fine on VLC, Windows Media player etc.
This is a recent developement as was working perfectly fine last few updates.

I am also seeing this behavior. Hadn’t tried to stream a local video for a while until today. If you pause the video you will get a few seconds of uninterrupted playback. The pause time seems to correlate linearly with the amount of good playback you get after un-pausing. This buffering is happening on a mpeg2 dvd rip streaming from my NAS at around 2 mpbs. Not a tough ask.
