Buffering issues on Windows Plex Media Server

I am continually having buffering issues and the video is pausing every few seconds with the majority of my movies. I believe this was caused by the latest update. I’ve reinstalled windows and only have the barest of programs running on it. I have a built-in GPU for transcoding and this is running on my home network (all on ethernet and no WiFi). I have been monitoring the Task Manager and my CPU usage never goes about 10% and memory is never above 20% when playing the videos. They are playing direct to the TV so there is no transcoding that is taking place. It just keeps buffering for no reason. This is happening on all of the TVs in the house.

I’ve tried deleting the Codec directory and re-starting the server, and I’ve reinstalled the server two times removing the Registry entries every time. I’ve really frustrated since this is basic functionality that is no longer working and after paying so much for the PlexPass, am very upset there is no support for these types of issues.

Any suggestions?

If you think it may be the latest update make sure your not using the beta and then you try to go back to the one before to confirm that is the problem

Thank you for your help. I determined it was the modem and expanders I was using. I migrated to a home mesh system and the problem went away.
