Buffering - stream problem - bad config?

I have a problem with a remote stream. Previously, I had problems with the local stream with 4K content. Replacing the switch at 1000mbps helped.
I don’t know if in remote streaming the reason is the plex server configuration or something else. The remote stream is not continuous. With a customer quality of 4mbps, parcels reach the size of 30mbps. In the attachment you can see that the 2mbps stream uses 11mbps pins. My link has a bandwidth of 50mbps, so theoretically even 4 should come out without buffering. In practice, the remote quality never exceeded 4mbps.
Server version: current.
Can you advise something?

Most clients have a setting in the player that limits any remote video stream to 4 mbps (720p) remote. Go to one of these clients, and check to see if you left that at default.

It may look different in other clients, but this is the option you want to increase to Maximum from it’s default.
