This shows me networking issues. Nothing definitive at this point with exception of what appears to be DNS Rebinding Protection for plex.direct.
The network resets will make it “buffer” because all connections reset and this takes time to restart and resync.
My first recommendation is to add an exception to permit private domain plex.direct to your local router.
After this, you can then reevaluate and see what else might be happening.
