Just upgraded to 1.16.4.1469 and now when I play something it says buffering and jumps forward using a qnap nas with a Samsung tv client was fine on previous version and now anything is virtually unplayable

Changed Transcoder settings & Remote Stream Bitrate, no help. Occurs with single or multiple streams running on from the server, local and remote.
Had to roll back to plexmediaserver_1.16.3.1433-359b06978_amd64.deb
This issue occurred on Roku Stick+, Roku Ultra, Amazon Fire Stick, & Plex on iPad Pro 11 running iPad OS 13 Beta 6
Exactly the same issue here.as well. Rolled back to previous and all ok again. Not sure what the issue is.
Same Issue here, with the last two updates, using a ubuntu x64 server and Samsung player.
For Linux in the path /var/cache/apt/archives you can probably find some previous versions installed.
sudo dpkg -i /var/cache/apt/archives/plexmediaserver_1.16.3.1402-22929c8a2_amd64.deb
Did the trick for me!
DirectPlay skipping is fully identified and being worked on by engineering now.
To workaround, without changing version, albeit annoying, is to force Direct Stream (change the audio).
