I found a work-around.
If you select a lower bitrate it seems to solve the problem.
Click on Quality → Choose convert to … bit-rate.
Hope this works for you also.

I have all 720p episodes
Convert bitrate if im lucky is 480p
If not, 360p

This should of been resolved in v8.28 which is currently in beta; Android (mobile) beta release notes - #501 by ManuelPG

Unfortunately I still see the same issue with the new beta.
I have uploaded an example file where I see it, recorded via the DVR, here Microsoft OneDrive - Access files anywhere. Create docs with free Office Online.
Perhaps you can download that then play with “Automatically adjust quality” turned on, then under playback settings switch between “Convert Automatically” and “Play Original Quality” and you will see the issue.

This. I have the same issue on multiple android devices. Fire Stick, Galaxy Tab, Pixel 3 xl, Pixel 4 XL. Always when a video is being converted to OPUS for audio.
Edit. Fire Stick might have been user error by one of my users. My Fire Sticks on the local network seem to play fine. There may still be a problem when remote play but I can’t replicate on my fire sticks on the local network I was just repeating what a user told me.
I have the same issue here. Recordings made by Plex play back at 2x speed when auto transcoding. They play fine for a second but as soon as you seek it starts playing double speed.
Switching to original quality fixed the issue.
I believe it’s an issue related to interlaced content. I noticed Plex correctly identifies the original quality as 1080i but the trans coded copy comes up as 1080p and double speed. That would fit if it’s playing interlaced content as progressive (and line doubling) it would show as 2x speed.
Example files, logs etc available on request. Device is a Google TV running Android 10.
A bit miffed that I paid for Plex Pass to have it replace my DVR and I’m having so many issues with my recordings playing back…

it’s seems ok no double speed on auto transcoding but trascoding is the only option even if is a h.264 aac file…is it a choosen thing? i can’t direct play the mp4 file i’ve sent you as test
Do you have your quality settings lowered? A H264 with AAC should be able to direct play on any Android device, but if you have your quality settings set to limit the quality then it would transcode.
