There is possible bug associated with Plex Web 4.87.2
Media recorded as 1080i.mkv (interlaced) will not start under Win 10 and Win 11 (MS Edge current update).
Playing these on Roku Ultra as well as Apple TV4k (current model) works fine.
What happens when you try hosted Plex Web, https://app.plex.tv/desktop/, currently at v4.96.2?
When using your link, same story with Win based PCs - it won’t start
On IPad (iPasOS 16.2) strats playing but the picture shakes like crazy - imposible to watch.
Playing other than 1080i.mkv videos work OK.
Playing the same directly from Synology server on the same iPod works fine.
By the way, how can I update my Plex Web? I was under impression that this comes with the install of the PMS but it looks like it is a separate issue.
You cannot update the version included with Plex Media Server. It is meant primarily for configuring and administering the server, not consuming media. It is always several releases behind the current release.
The online version at app.plex.tv is always the current release. Plex updates it on a regular basis.
If you are watching media on a PC, consider trying Plex Desktop. It uses mpv.io as the underlying video player. It is much more capable than Plex Web, which is constrained due to browser limitations.

I’m watching my videos on Samsung 4k TV.
PCs are used just to monitor the entire lib etc., however it’s annoying when everything is OK on big screen TV, but it will not start on PC.
Not a very big issue but…annoying enough.
