BUG: Dolby Vision playback initially fine then stuttering constantly on Nvidia Shield Pro

Playing a Dolby Vision MP4 movie via Plex on an Nvidia Shield Pro starts out fine, but then the video and audio start stuttering constantly about 2 minutes into the movie.

Error occurs about 12:40 PM local time.
