Portrait mode does seem to work for me.
can confirm the issue exists in landscape mode on a 12.9 iPad (A1670-MPKY2CL/A) running 11.3 beta 3. portrait mode sometimes fixes, sometimes doesn’t.

Also, to debug the most recent versions (Xcode 9 running iOS Simulator with iOS 11) you need to download the Safari Technology Preview (Resources - Safari - Apple Developer) and then open the plex web app in Safari on the simulator device, then open the Safari Technology Preview on the desktop, and choose Develop > Simulator > website from the menu bar of Safari Technology Preview.
Maybe this helps the devs figuring this one out.
Switching from Landscape to Portrait works for me as well. 12.9” iPad Pro, 2nd Gen.

2nd gen 12.9 latest Plex Web/Server as of this morning,
portrait works - check
landscape - bounce - check
frustrating - check
12.9 too big to rotate without 2 hands or risk wrist damage - check
I recently got the iPad Pro 12.9 and also ran into this issue. This has been going on for more that a year… Is there really still no updatre?
