After accepting an invite request from a friend to my server. the system has set them as the admin user. The account is locked with a pin and i am unable to reset it because its bound to their account. It appears to be on my whole account with no way to remove it. I’m not sure this is an intended result where the account owner ca losses the ability to invite other and remove people to another user.

That would indicate that you’ve joined your friend’s Plex Home. He sent you the wrong invite. He should have just sent a regular friend invite not a Plex Home invite. Hit the X to the right and leave Plex Home. Have your friend resend the regular invite.
If you had your own Plex Home before, you will need to set it up again.
To elaborate, you can only belong to ONE HOME, so if you join someone else HOME, your current home is removed (whether it is your home, or a different user home).
