Microsoft dropped HEVC support in 24H2, you can buy it in the Microsoft Store or Google alternatives.
I forgot to mention that I have the official HEVC app installed from the Microsoft Store.
I doubt it has anything to do with the HEVC video codec.
More likely is a connection to the E-AC3 codec.
