On the LG C9 TV Plex app the if you have watched part of a movie and attempt to restart, even if you select starting at your previous location, it will always start at the beginning. This does not occur on the Apple-TV plex app connected to the same TV and for the same movie.

A similar issue was fixed which affected legacy Plex Home Theater and legacy Samsung clients. Update to (beta) server V 1.15.8
Maybe, yours is the same issue.
