BUG: Quality Limitations Not Working in Some Cases

I am writing to report a bug related to the quality settings of remote and home streaming on Plex. Specifically, there are instances where the set streaming quality is not adhered to during playback. For example, when I set the home streaming quality to 20 Mbps, 1080p and play content using the iOS Plex client, the mobile device displays that it is transcoding at 20 Mbps, 1080p. However, on the server panel, it indicates that the content has been transcoded to 4K.

Upon closer inspection, I confirmed that these videos were indeed being transcoded to 4K instead of the set 1080p. This inconsistency is not just a display error but affects actual playback quality - despite indicating 1080p on mobile devices; it plays in transcoded 4K without adhering to set limitations.

This issue isn’t widespread. It appears that the transcoding limit fails for some files, while it works as expected for others. The problem persists across both home and remote streaming, and is present on both iOS and Android platforms. Could you please look into the root cause of this bug and rectify it? Thank you.
