Buttons above editor do not work

HI,

Last week I needed to share a couple of logs file for an issue I’m having. But I’m not able to attach anything via the button above the editor. After checking the other buttons, I’m not even able to make the font italic or insert a list.
I’ve tried several browsers (Chrome, Firefox and IE), two laptops, but to avail. It doesn’t seem to be working. Any suggestions?

The Document-attach button brings up a popup. Are you running a pop-up blocker?

No, and I also checked it. But enabling pop-ups in chrome didn’t solve it
