Can I create a Managed Account not in my household. I want to restrict access (movie ratings and libraries) to my grandkids who are not on Plex Home but are on the Plex Media Server. I still want my daughter to have full access with a pin but not add her to Plex Home.
If I understand you, you want to avoid using your admin credentials on their devices. They would need to create a Plex account first then you can invite that account into your home. Make sure you put a PIN on your admin account.

PINs are only a thing for members of your Plex Home.
Other regular user accounts are using their own plex access credentials to log in. You are sharing your media with them, with full control of what is shared.

Managed uses only exist in Plex Home so no you cannot do what you proposed.
