I have my Plex sever on a NAS and that NAS is synced with another for an off-site backup. Can I use both as a single Plex server and just connect to the one with the lower ping or do I have to set them up as separate Plex servers?
Plex doesn’t support such features.
Okay. Thought that might be the case. Would be nice though. Do you know if there are any plug-ins that would give such capability?

You could sync your watch state between the two servers so it would mark the same items as watched between both (if that’s what you’re aiming for)
Personally, I’m not a fan of that feature for privacy reasons but it’s an option

The “Watch Together” option would be nice, but isn’t the main thing I’m looking for. I am more hoping not to have 2+ identical servers that I manually have to switch between depending on where I am currently located at. It won’t be a huge inconvenience, just would have been nice.

Plex allows you to optionally sync your watched/played state and personal ratings of movies and episodes with your Plex account online. That means that if you watch a movie on a friend’s server, it can update your account so that the movie will also be marked as watched on Plex’s Discover feature, our free Movies & Shows streaming service, and any Plex Media Server you have access to.
“Watch Together” is a totally different feature

Are you wanting to setup a Single “HA” virtual server which exists in two physical locations?
It sounds like you want both to exist as one logical server but have the best (lowest ping) respond. If this is your desired functionality then unfortunately No, PMS is not load-balancing across multiple physical hosts.
The best you can get is for them to share the media and sync watch state via Plex.tv – but exist as two distinct servers
Yes, that is what I was hoping to do. Thanks for the info. Would be nice to be able to have something like this, but Oh well.
If you want to put your own load balancer-proxy front end then you will have a pretty good approximation.
