Can i have TV and Movie sections open at "All" instead of "On Deck"?

Hi,

 

I am trying to modify the TVSectionTopLevel.xml template file to open up and Index 0, instead of Index 1.  (All Shows) instead of (On Deck)

 

However whenever I make the change, the XMLParse error from Python.  Is changing the template so that "All Shows" the default possible?
