Can Plex play 16:9 format on any player

All my videos play letterbox on my ipad and cast to Google chrome in the same format. Can I get full screen on any devices?

Plex plays the video stream, whether it be 4:3 or 16:9 or 22:10 . As far as PMS is concerned, the stream is the stream.

PMS is sensitive, and does take into account, the size of the display (in pixels) versus the video being played. When the image dimensions are too large for the target device, PMS ‘transcodes’ the image geometry down to fit the target’s needs/limitations.

In the specific case of ChromeCast, If the ChromeCast is plugged into a typical 16:9 television and you play a 16:9 movie, the only limitation you will have depends on the television itself (1080p or 720p). This is where PMS steps in, as I stated above, and transcodes (reformats) the movie on-the-fly to fit the device.

PMS is also sensitive to the audio capabilities of the target player. If it cannot accept audio in the format available, it will change (transcode) it to a format which can be as part of the playback.

Unless the media you are watch was shot in a 1.77:1 or 1.78:1 aspect ratio (16:9) you are going to get some form of black bars. To get rid of the bars you would need to use the zoom feature on your TV to stretch the image.
