Can’t fix command repeats with direction up/down on my Harmony 650

Harmony 650 remote control help please:

I am running PMP on a Mac Mini and no matter what I do, I can’t fix command repeats with the direction up/down buttons on my Harmony 650. All other buttons/commands work just fine, but for some reason the direction up/down buttons will double the command every time. (1 press = two movements up/down.)
The exact same thing happens using my original Apple Remote. (All other commands work except doubling when pressing up/down.) Initially I thought the issue would be specific to my Harmony 650 but the fact that it’s happening with my Apple Remote too suggests otherwise.

Things I’ve tried which haven’t worked:

  • Adjusting the ‘device command repeats’ dial in the Logitech MyHarmony software.
  • Programming all of the Apple TV devices (1st-4th gen) available in the Logitech MyHarmony software.
  • Trying the Apple PLEX device in the Logitech MyHarmony software.
  • Manually programming the direction up/down commands from my Apple Remote into my Harmony 650.
  • Trying to control Plex Media Player on another Mac (MacBook Pro) with my Apple Remote or Hamony 650 (the same issue happens).

This issue is driving me nuts so any help is appreciated!
