Can the content be played while it is being synced?

It is interesting to sync content to my mobile device (source: https://support.plex.tv/articles/201082477-quick-guide-to-mobile-sync/), so as to be able to view it offline. Does the plex app have capability to start playing the content while it is being synced? Or one has to wait for complete syncing of content before one can start playing the content
