Can the player/client be setup for offline use?

I’m trying to use a local only server/client setup. (No WWW access.) I have a network with 2 machines. One is the Plex server running on Linux. The other is is a Win10 machine running the plex player. Both machines can see each other but there is no plex connection. The player spins endlessly saying it can not connect to plex.tv:
PLEX IS NOT REACHABLE
WE WERE UNABLE TO CONNECT TO PLEX.TV AT THIS TIME. PLEASE TRY AGAIN LATER.

Why doesnt the plex Windows App work offline?

I use the plex app > browser player for native HEVC support etc. But when the internet goes off (cable provider being a ■■■■ currently) one works while the other keeps tootling along. Why would LAN-LAN playback like this not work offline? Fierce annoying.

Plex in general cannot be used without a connection to plex.tv

Once it is set up and configured, it may be able to “survive” periods of non-connectivity (i.e. temporary internet outages), but will eventually require an internet connection for certain actions, like changing user accounts etc.
