Can the player/client be setup for offline use?

Player Version#:1.26.0

I’m trying to use a local only server/client setup. (No WWW access.) I have a network with 2 machines. One is the Plex server running on Linux. The other is is a Win10 machine running the plex player. Both machines can see each other but there is no plex connection. The player spins endlessly saying it can not connect to plex.tv:
PLEX IS NOT REACHABLE
WE WERE UNABLE TO CONNECT TO PLEX.TV AT THIS TIME. PLEASE TRY AGAIN LATER.

Can anyone offer a solution? (Is there some way to get Plex to work without a WWW connection?) How can I get the player to skip the plex.tv access? Is there a player version that will work offline?

Plex in general cannot be used without a connection to plex.tv

Once it is set up and configured, it may be able to “survive” periods of non-connectivity (i.e. temporary internet outages), but will eventually require an internet connection for certain actions, like changing user accounts etc.
