Plex server and app on same computer?

I am running plex server on windows 10. I have an hdmi cable ran from this computer to my front room tv using with wireless keyboard.

  1. Can I also download and use the plex app for desktop on the same computer?
  2. Can does it have the problem with skipping like google chrome currently has?
  3. Can I watch my content offline without having to do a work around first?

I mean offline as in your internet provider has an outage in your area so you have no internet access.
I was given a link on how to set everything up for offline viewing through plex in google chrome and finally got it working. Couple plex updates later and now plex in chrome has a lot of skipping that a bunch of people are experiencing. I have always preferred stand alone apps for stuff.
So I was curious if the app would work offline or would also need a work around.

As long as you don’t change users while offline, and you set clients and server secure connection to preferred. (Not required)
