Cannot Delete Library and it Fails to Scan Folder

I am unable to delete my Library. Additionally, the Library will not properly scan the directory of choice, leaving it blank, with Plex stating that “there was an unexpected error loading the library” “GO TO FORUMS”

All I want to do, is delete the library, and start anew.
