Empty libraries are bugged

How to reproduce:
1 - Create a library, access the library page, it shows the empty library page.
2 - Add a video to the library folder, and tell plex to scan it.
3 - Access the library page, it shows this new video you just added.
4 - Remove that only video from the library, and tell plex to scan the library for changes.
5 - THIS IS THE BUGGED PART! Access the library page, it shows the video as if it was never removed, and when you try to play the video it displays some reproduction error warning.

Is it just me, is this the expected behavior, to never be able to clear a library, or is this a Bug? I have noticed this behavior for quite some versions now.

It’s not a bug, it’s a feature.

When Plex is asked to scan a library, and during this scan it cannot find any media file which was connected to that library, Plex will assume that the file storage is temporarily unavailable. Thus, it it will not remove anything from its library.

If you are actually working with a library which sometimes goes completely empty (a pretty rare situation, IMHO) you can easily work around this, by
placing a small text file into the folder where the media files usually go.
Name it do_not_remove.txt or equivalently so you don’t delete it by accident.
