I have PMS running on one computer. Two other computers on the same wi-fi network cannot see the server but one phone with the plex app DOES SEE IT AND CAN ACCESS FILES.
Clearly PMS is running. Why can't I access it on the other devices?

find out the local IP Address of the computer running Plex Media Server and try going to that ip address in a browser from the other computers
eg if IP Address is 10.0.0.2
10.0.0.2:32400/web
For windows we normally add in the firewall inbound rule for tcp port 32400 but i think for Mac you just include the application program names
Presume on the server itself, these work ok in a browser
localhost:32400/web
127.0.0.1:32400/web
and the IP Address one, eg
10.0.0.2:32400/web

I did not know I could connect directly to the server via the local ip adress, and I now have full access to my files (I did not have to change my firewall settings from how I had them setup before). The computers I was using both had the Google Chrome extension installed and I was using that instead of the local address. Both the extension and browser had no outstanding updates and worked well until recently. I still don't know why it doesn't work.

if local ip address works but plex.tv/web does not, it means you need to go through this process of connecting the server to plex.tv

PS: If you do not need to connect to your server from outside networks or cellular network then it could be sufficient just to do the sign in on the connect page and not the actual connect
On the plex.tv sessions on computers you would need to sign in to the server's plex.tv account (top right corner)
How does the Android app come into all of this? The server isn't connected to plex.tv but the plex app can still access the files.

if the server is not signed into plex.tv in settings then it must be finding the server through GDM (discovery using SSDP Multicasts and Broadcasts)
Plex/Web App being browser based would not be able to get events of broadcasts / multicasts so has to go direct to the IP Address or plex.tv
