As per subject, I cannot stream any video in its original quality : everything needs to be converted, otherwise Plex starts to buffer.
I am running a very good rig with a GTX 2080 Turbo. My internet upload speed can go up to 500 Mbps and I’ve even tested my Chromecast connection speed - 33 Mbps.
It does not matter if I am streaming directly from the PC to the Chromecast using Plex, or from the PC to the Chromecast, using the Android Plex App.

If the original is at 720, then it has to be streamed at less than that. And so on… In general, I cannot play anything at 1080, always 720 at most.
Yes - Hardware acceleration is activated.
Could you please help me identify the bottle neck?
I just cannot believe that with all the right ingredients, I still cannot get the most out Plex.
Most of the times, I just use the VLC “Renderer” option to cast. After all, we are talking about streaming from my room to the next one where the TV is.

You use a Plex client. If you have a smart tv, go to the tv’s app store and see if they have the Plex app. If so install it and connect it to the server. The Plex client is available on most smart tv’s.
If not you can get like a Fire TV and install the Plex client on it.
Using the web interface and using it to stream to a chrome cast is not the best way to make use of Plex.
Not all hardware is crated equal. Most limitations are based on the hardware you are using but you also have to keep in mind everything in between such as network ,computers, and software that is between the server and TV.
As I stated before, you need to look at your plex logs to see why the server wants to transcode As well as looking to see what your Chrome cast supports and what format the video/audio you are trying to play. For example if the video is x265 but your hardware only supports x264 the server will need to transcode the video or your audio is Dolby Digital but only MP3 is supported then the audio needs to be transcoded.
Using good hardware that supports anything you can throw at it such as the Invidia Shield or a newer Fire TV which supports most formats gets around having to transcode. If you do have a Smart TV with plex, most likely there will be times where the video or audio will need to be transcoded as most TV do not support all video or audio formats.
This is probably a codec issue. If you’re talking h264 then yes you shouldn’t see transcoding on chromecast based on the other details you’re providing. It would help to provide mediainfo output.
