Cannot update my Windows server:

Server Version#: 1.18.1.1973

I have not been able to update my server because the installer can’t find pms-shutdown.msi. I checked the target folder at C:\ProgramData\Cache\ and the folder is not in there. I’ve tried uninstalling and uninstall fails. I can Quit the server, but that does nothing. Also, Plex is not listed in Programs and Features in Windows, but it still boots up on Windows startup.
