Can't access dashboard for Plex Media Server

I am on Windows 10 Pro 64bit.
I am unable to pass the window “How it Works” , when I clcik Got It it loads for a while and then it says that there is an error and please write in the forums.

Long story. It used to work well. But I noticed (I think after an update) that it does not update my library, it shows the loading indicator for a long time but it isn’t able to refresh the library. And I wasn’t able to get to the network settings either. So, some things were working, like navigating the player menu, but some things like server settings were not.
I tried uninstall/install. Nuked folder in user/AppData. Deleted Registry entries. Added the missing LocalPath**** entry in the registry. Install an older version. Disable Firewall on the router (I have an Archer AC1750 TP-Link), Disable/Enable UPnP. In short everything I could find on the forum - I tried. With no luck.

No when I uninstalled, removed the plex server config folder in AppData, removed registry entries, Cleaned Application Cache in browser and reinstalled the PMS, now I can’t even go past the “How it Works” screen. I can see the dashboard that flashes for a second and then I get the How it Works screen -> clikc Got It … you know the rest of the story.

I have the issue for about a month, hoping to get an updated PMS version, but it doesn’t help.

I attached the Logs. It looks like it can access my PCs IP address. Also the Web Browser Console will show a lot of errors like 404, 401 etc. Some tokens not saved in the persistent storage… looks like a chaos of errors.

Please advise what are my options

Edit: 4 months later I discovered that there was something in the Windows user account folders. I had other issues with unrelated software or scripts that were unable to download some type of files over the internet. The behavior was the same. Creating a new windows user fixed everything, even if I copied almost all folders from the old user (including hidden files).
