Can't click "send" on "grant access" page for library

Server Version#: 1.40.1.8227

trying to grant access to a library, i can select the user and library components i want, but when the “send” button comes up, it does nothing. in the console i have:
Uncaught TypeError: Cannot set properties of undefined (setting ‘isSharing’)
and
POST https://sentry.io/api/160686/store/?sentry_key=...&sentry_version=7 429 (Too Many Requests)

identical to this issue: Cannot grant access to library
i followed the steps there but no change.
