I’m running Version 1.22.3.4392 and I cannot enable any of the subject features. They were enabled before this version. I go to Settings → Online Media Sources, edit each to “Enabled” and click “Save Changes” When I click to another section and back again, the setting is disabled 
Yep, that functionality is currently broken.
It seems be stuck with a set of values that cannot be changed.
Plex are aware, so hopefully it will get fixed soon.
Bummer that it had to be stuck with disabled values; I certainly didn’t explicitly set it to disabled 
Here’s hoping for a quick fix.
