Can't find new 1.30.1.6562 Feature, "Add configurable played percentage..."

In the release notes for 1.30.1.6562 (which I’m running on my Synology DSM 7 NAS), I can’t seem to find the new settings feature documented in the release notes:

“(Settings) Add configurable played percentage threshold advanced library preference (#13860)”

Can anyone provide insights in where this resides and what it does. Searching the forums hasn’t turned up anything on these keywords or this bug/fix number beyond the original release notes.

Thanks @FordGuy61. I was looking in the ‘per library’ settings hoping this would solve a longstanding problem detailed here: Video Libraries Need Option NOT To Store Track Progress (Like Music Libraries).

While this may help some people, it a little stilted to have it as a global library setting. And still misses the mark for those of us who have tons of music videos, educational videos or other collections for which retaining play progress makes no sense.
