I’ve reinstalled my OS, my server, the router, followed all the guides, official and unofficial and i still cant get plex to work outside the computer that has the server itself. I’m able to access the server say like when I’m at work and using cellular data but not at home. I’ve attached the logs, i dont know what else to do, please send help.
Can you access settings in your router?
Can you change the ‘DNS server’ away from the default to 8.8.8.8? If yes, do it and restart your router afterwards. Then reboot your server, then after a few more minutes your clients as well.
What is up with your network, are you running docker or hyper-v?

Yeah nothing like that. I have the server on a laptop, nothing fancy. I just stream to a Roku, Android tablets and phones. Do you have any idea what it could be? Should I just start fresh again with the whole setup?
I see you said the PMS is on the laptop. Where are the actual movies located, laptop or a NAS, etc? Is the laptop connected via Ethernet or Wifi. What’s the IP addresses of all the devices used for PLEX? I have a laptop myself connected via WiFi running PMS with the movies on a MyCloud drive connected directly to the router. I have the mycloud and laptop all assigned an IP address so it never changes. I also have a google mesh in my house which creates a 2nd WiFi network so I have to make sure my laptop with the PMS and the NAS are on the same 192.168.1.x vs Google’s 192.168.86.x or I’ll have issues as well.
