Nevermind, I figured it all out.
Use this address to download the version that the installer wants:
https://downloads.plex.tv/plex-media-server/**full version number**/Plex-Media-Server-full version number.exe
Find the full version number here:
It will look something like this:
https://downloads.plex.tv/plex-media-server/1.9.6.4429-23901a099/Plex-Media-Server-1.9.6.4429-23901a099.exe
Then continue to follow option 2 of the guide posted here:
