Can't reinstall PLEX media server or sign in to Plex after Reloading Windows 10

I can not login after restoring windows 10 saved files on my HP Laptop. I have reinstalled Plex but I will not let me sign in to my Plex pass. I says claim server but when i hit the button the browser goes blank. I have uninstalled and reinstalled multiple times.
