My internet service was down all day. I am running the Plex Media Server on a Windows 10 Pro desktop PC with ethernet connection, a Samsung SmartTV with ethernet connection, and a NAS where the media are stored, also with ethernet connection. My LAN was working fine and I could access files on the NAS from the PC all day long.
I had already read a KB article some time ago about how to configure Plex so that it will work without authenticating to the internet, and had made all the appropriate changes to the settings, i.e. changing the setting for “List of IP addresses and networks that are allowed without auth” to a block of IP addresses, and checking the box in the DLNA section that says “Enable the DLNA server." And yet today I could not get Plex to run while my internet service was down. Is there something else I can do to make sure that I can use Plex without an internet connection? Here’s the article I bookmarked several years that addresses this issue. It’s not working.
I done this a few years and never have a problem if the internet goes down.

have added a list of your IPs (or range) to List of IP addresses and networks that are allowed without auth …
and have set Secure connections to preferred
and have set your clients to not require login
… then you should be good. But these NEED to be done when you have internet. If your internet is already down then you need to wait until its back to make these changes.
Thanks dokuro, I have made sure I have those setting set, but I can’t find where “set your clients to not require login” is located. Could you advise where I would find it…Thanks
Typically its under settings in the client itself (not server). Look for sign in automatically or something like that and disable it. Each client might be different so you might have to search for it but it’ll be somewhere under settings.

I had already made all the settings changes recommended in this article some time ago, but what I was not doing was accessing my Media Server during internet outages by using the server’s static IP address in a web browser. Thank you for your post. I had already configured the server to use the local subnet, which apparently is not enough to allow Plex to work when the network is down.
Here is my set up: I run Plex Media Server on a Dell Windows 10 desktop PC, and store the media files on a Netgear ReadyNAS. All the Media Server files are in a folder at the root of my C: drive. I stream media files to my Samsung TV using the Plex App. (The ReadyNAS has a built-in Plex app, but I don’t use it.)
I have assigned static IP’s to all my home network devices. The PC is 192.168.1.20, and the NAS is 192.168.1.3. The TV is 192.168.1.8.
Even with this configuration in the Network settings, Plex won’t work when my internet connection is down, even tho my home network is correctly configured.
Unfortunately your post doesn’t work with my setup because there is no file anywhere in my Plex Media Server folder called “preferences.xml.” (In case your’re curious, I always tell Windows to show all system and hidden files in Explorer.) I searched the whole C: drive as well as the Plex folder, and there is no such file anywhere.
Could it be that part of my problem is that there is no “preferences.xml” file?
