Can't watch a TV show and record another at same time

I have a Plex on Windows 10. It has Quad Core Xenon with 24GB of RAM. I have an HDHOMERUN Extend with dual tuners. If I record one show and then try to watch another I get the message. Playback Error could not tune the channel. If I go to the DVR settings it only shows one tuner being used. Why can’t it run both? I have uploadedPlex Media Server Logs_2019-12-11_16-47-06.zip (4.6 MB) the log files. What am I missing?
