Can't watch LiveTV through web or roku

Server Version#: 1.23.5.4841
Tuner Make/Model: HDHR Connect Duo
Guide/Lineup name: (US Default)
Using XMLTV?: (Using Defaults)
Channel number/Name: 4.1 (LiveTV), 5.1 (Roku)

I’m trying to figure out if this is even supposed to work. Around 8:32:00 in the logs, I clicked ‘play’ in the Plex guide on channel 4.1 on a Windows 10 machine in Firefox. The guide disappeared as if to start to play… and then nothing. No error, no feedback; it just went back to the guide after a couple seconds of pretending to play video.

Around 8:44-8:45AM, I tried to do a similar thing on a Roku with channel 5.1. I at least got an error this time, saying “Playback Terminated. Recording failed. Please check your tuner or antenna”.

When I launch the HDHR app on Roku directly, it plays just fine, so the tuner/antenna isn’t the problem. When I encountered this yesterday, I figured the first request would be “upgrade your server to latest”, so I did so… but the behavior persists.

My server is a Raspberry Pi 4/Raspbian with latest updates to both the OS and Plex.

EDIT: This is the first time I am trying Live TV and DVR (rather than being something that used to work but doesn’t anymore.)

Logs are attached.

The Pi doesn’t have enough CPU power to reliably do this for a Browser, if you have ‘Allow Mpeg2’ turned on for the Roku there is a slim chance you can get the stream started.

The way Plex does TV tuning is to start a stream from the HDHR device to the Plex server and then relay that to the client, transcoding if necessary. The guidelines of 2000 Passmark per stream (3000 would be better) of CPU is required if you don’t have a compatible GPU to handle video transcodes.
