Capture card as channel in Plex?

I’d like to use a cheap HDMI to USB capture card as a live channel in Plex.

What would be the best way to do that in terms of software?
Would it be possible to use VLC to convert the capture card into a stream, then use xTeve to add that stream in Plex?

Source is not hdcp protected so that’s not a problem.
