CC don't work on a lot of recordings

Server Version#: the issue seems to be in the player. (1.27.1.5916 and many previous versions)
Player Version#: Web 4.76.1 and many previous versions, also Roku, also Web 4.86.1 (app.plex.tv)
Tuner Make/Model: the issue is with Plex. (WinTV quadhd pcie)
Guide/Lineup name: huh?
Using XMLTV?: huh?
Channel number/Name: CBS Austin 42/KEYE

Closed captions just display gibberish, mostly unchanging but it does blink sometimes, but in (for example) VLC they display just fine: https://i.imgur.com/MJ83Ncj.png

This happens in a few shows. All the ones that I can remember right now air on CBS, so it’s likely something specific to my station (or CBS stations I guess).

At least they’re recorded properly…
