CCWGTV - audio transcode results in HEVC transcoding to H264 and media will not play

I have a Chromecast with Google TV (4k) connected to a fairly old TV which doesn’t support Dolby Digital or DTS, only PCM.
My server is the Nvidia Shield TV.

When I play a file with say a DD+ Atmos soundtrack, the server tries to transcode the video from HEVC to H264 and the file doesn’t play, I just get a spinning circle.
If I change the settings on the CCWGTV to force Dolby format then the file plays fine as HEVC but obviously I don’t get any sound.

Why is PMS transcoding the video rather than direct playing it and just transcoding the audio?

I also have a HD version of the CCWGTV and it’s even worse, some 4k files that play fine with the 4k version just play sound and no video.

When audio has to be transcoded from a HEVC file, it will transcode the video to x264.

After exhaustive testing the culprit is “Enable HDR tone mapping”.
With this enabled everything that needs transcoding just spins.
Disabling this and the files play ok, just a bit washed out.

I ended up returning the HD version of the CCWGTV, it just does not work well with Plex at all, any 4k files that transcoded to 1080p just had audio with a black screen.

Even the CCWGTV 4k version isn’t great, the way it handles Dolby is terrible, I don’t think it handles any downmixing so it forces everything to transcode, whereas the Firestick 4k plays everything without transcoding despite my old TV not supporting DD or DTS.
