Channel not showing up

I have a Plex Media Server set up with a single Avermedia AVerTV Volar Hybrid Q USB tuner. I am on the Plex Beta update channel, currently running 1.12.2.4929. I recently noticed that I was missing a single TV channel on the tuner. I figured it must have been missed when I originally did the channel scan, so I did another scan. In fact, I did several scans, and the channel is never found. When I move the Avermedia tuner to a computer running the Avermedia software and do a scan (using the same antenna input) the channel is found, and it has excellent signal strength. If I put the Avermedia tuner back into the computer running Plex and do another scan, over 117 channels are found, but shortly after it hits 100% the channel count goes down to 102. Not sure why it is doing that. I do not know the identity of the other channels that are being dropped, I have only noticed this particular channel because it has programming on it I want to watch and I can see it on my TV that is directly connected to my outdoor antenna.

The channel in question is KFAZ-CA, virtual channel 8.2, RF channel 18. Here is the link at the FCC database: https://transition.fcc.gov/fcc-bin/tvq?call=KFAZ-CA

Perhaps the station is not getting picked up because there is only a single virtual channel (8.2) being used, and it doesn’t start with .1. Not knowing the logic that Plex is using to scan channels, this would be my best guess. In looking through the found channel list I don’t find another channel or group of channels that does not start with a .1 subchannel, so it makes sense that starting with a .2 might confuse the logic in the Plex server. Another reason might be because their is no guide data associated with it, but I think that unlikely since the guide data is matched up later the setup process.
