So recently here in Boston we had a channel repack. I had to delete the entire DVR to be able to rescan and get CBS stations except i can get 12.2 and 12.3 but 12.1 won’t work? it works on my tvs and even the WinTV application. i have a Hauppauge QuadHD Tuner. But Plex just says it can’t tune channel (no activity). I have been at this for hours please help 
So, it displays properly in the EPG, but when you select it, you get the message “No Activity”? Or?
Correct! And when I scan for channels it shows I am catching a full signal. Here’s another odd layer I discovered. My phone is able to play the channel without issue but not on my pc. Weird.
